Saanich reminder: Retractable leashes are banned in all Saanich parks. Use a standard fixed-length leash in on-leash areas. Check municipal websites for current off-leash zone maps as regulations can change.
Beacon Hill Park Off-Leash Zone

The south end of Beacon Hill Park below Dallas Road has a generous off-leash area with ocean views and plenty of open grass. This is one of the most popular spots for dog owners in the city. The path along the waterfront connects to the Dallas Road trail for a longer walk.
Victoria West Park
Victoria West
A fenced off-leash area in Victoria West with a good mix of grass and gravel surfaces. The park is well-maintained and has separate areas for large and small dogs. Nearby Spinnakers makes this a great pairing — off-leash play followed by a patio visit.
Topaz Park
Victoria
Topaz Park offers an off-leash zone in a central location with flat terrain, mature trees, and open grass. Popular with local dog owners for morning and evening walks. The park also has playgrounds and sports fields for the humans.
Mount Douglas Park
Saanich
Mount Douglas Park allows off-leash activity on trails and in designated areas. The forested trails offer shade and a varied terrain that dogs love. Summit views of the city and ocean reward the climb. Check current signage for designated off-leash zones.
Cuthbert Holmes Park
Saanich
A community park in Saanich with designated off-leash areas along the Colquitz Creek trail. The naturalized creek corridor provides interesting smells and terrain for curious dogs. A quieter alternative to the busier city parks.
Panama Flats
Saanich
A large natural area in Saanich with wetland trails and open fields. Off-leash activity is permitted in designated sections. The trails can be muddy in winter, so boots for both you and your dog are recommended. Birdwatching is excellent here.
Esquimalt Off-Leash Areas
Esquimalt
Esquimalt maintains six leash-optional locations including one year-round beach. The township has invested in signage and waste stations across its off-leash network. Check the Esquimalt municipal website for a current map of all six locations.
Portage Park
View Royal
One of five designated off-leash areas in View Royal. Portage Park offers a mix of open grass and wooded edges along the Gorge Waterway. A pleasant, well-kept park that is easy to access from the Galloping Goose trail.
