Section 1

Why Finding a Dog-Friendly Condo Is More Complicated Than Most Buyers Realize

Buying a condo in Greater Victoria as a dog owner is not like buying a house. With a house, the only rules that matter are municipal bylaws. With a condo, you are dealing with an entirely separate layer of regulation: the strata corporation's bylaws, and those bylaws can be as specific as banning certain breeds, capping your dog at 20 pounds, or limiting you to a single pet.

Here is what most buyers do not realize until they are deep into the process. In British Columbia, strata corporations can legally restrict or prohibit pets through bylaws passed by a 3/4 vote of owners at a general meeting. That means a building that allows dogs today could vote to restrict them tomorrow. Section 123 of the BC Strata Property Act does provide one critical protection: if a new restrictive bylaw is passed, it does not apply to pets already living in a unit at the time of the change. Your existing dog is grandfathered. But any new pet acquired after the bylaw change would be subject to the new rules.

The most common restrictions we encounter across Greater Victoria condos include:

  • Number limits - Most stratas allow one or two dogs. Few allow more.
  • Weight restrictions - Commonly 20 or 25 pounds. Some buildings have no limit.
  • Breed restrictions - Less common than weight limits, but they exist in some buildings.
  • Common area rules - Leash requirements in hallways, elevators, and lobbies. Some require carrying small dogs in elevators.
  • Elevator restrictions - Peak-hour limitations or service-elevator-only requirements for dogs.
  • Bylaw amendments - Pet policies can change with a 3/4 owner vote. Always check the last 2 to 3 years of meeting minutes for pet-related motions.

This is insider knowledge from people who have been through it. The single most important thing you can do as a dog-owning buyer in Victoria is review the strata documents thoroughly before you fall in love with a property. The Happy Homes Team reviews pet bylaws as a standard step in our buyer process, so you know exactly what you are signing up for.

Section 3

Living in a Condo With a Large Dog in Victoria

This is the section we wrote first, because it is the one that matters most to us personally.

Let us be honest about this. When most people hear "dog-friendly condo," they picture a Shih Tzu in a handbag. They do not picture a 90-pound Rottweiler who thinks the elevator is his personal amusement ride and needs to burn off enough energy to not rearrange your furniture while you are at work. But that is our life. And it works.

We live the large-dog condo life in Victoria every single day. Ziggy, our 6-year-old Rottweiler, has been navigating strata buildings, shared hallways, and elevator etiquette since he was a puppy. He has opinions about leash-free zones, strong feelings about which trails have the best sniffing variety, and a well-documented obsession with the Elk/Beaver Lake trail system. He is living proof that a large breed dog and condo living are not mutually exclusive, as long as you do the homework.

And then there is Sahara. Our 13-year-old Lab mix has been with us through three different homes in Greater Victoria, from a house with a yard to the condo life she now commands with quiet authority. She knows the difference between a good off-leash beach and a disappointing one. She calls Cuthbert Holmes Park the best off-leash spot in Saanich, and she is not wrong. When Sahara says a trail is too steep, we listen.

Best Neighbourhoods for Large Dogs

When you have a large dog, neighbourhood choice matters even more than building choice. You need wide trails, genuine off-leash space, and proximity to areas where a big dog can actually run. Here are the neighbourhoods that work best for large-dog condo buyers:

  • View Royal is our top pick. Thetis Lake Regional Park has 5 off-leash zones with wide, well-maintained trails. A large dog can stretch out here without feeling cramped. The lake itself provides water access in summer.
  • Esquimalt has 6 leash-optional locations, the most of any single municipality in Greater Victoria. Multiple beach access points mean your large dog gets variety. Full Esquimalt guide.
  • Saanich East gives you Mount Douglas Park with 5km of trails and off-leash zones, plus the Lochside Trail for long flat walks. This is where Ziggy does his Elk/Beaver Lake adventures.
  • Langford offers newer condo developments at lower price points, with Thetis Lake and Langford Lake nearby. Langford neighbourhood details.

Before You Buy: Large Dog Checklist

Weight limits: Many stratas cap dogs at 20 or 25 pounds. A Rottweiler, Lab, German Shepherd, or Golden Retriever will not pass that test. You need buildings with no weight restriction, and you need that in writing.
Elevator access: A large dog in an elevator requires patience and training. Ask about peak-hour restrictions, service elevator policies, and how to comfortably manage your dog in a shared elevator space.
Breed restrictions: While less common than weight limits, some stratas restrict specific breeds. Rottweilers, German Shepherds, and other working breeds occasionally appear on restricted lists. Always verify before you fall in love with a building.
Proximity to parks: A large dog needs more space than a small dog. Aim for condos within a 5 to 10 minute walk of a genuine off-leash area, not just a small fenced dog run. Check our off-leash parks guide.
Common area rules: How will your large dog navigate hallways, parking garages, and shared lobbies? Ask about leash requirements, waste station locations, and any rules about dogs in amenity areas.
Exercise routine: A large dog in a condo needs a structured daily exercise plan. Morning off-leash time, midday walk, evening adventure. Know your routine before you commit to a building and neighbourhood.

From Ziggy's Human

Yes, a 90-pound Rottweiler lives the condo life. Here is how.

Every morning starts the same way. Ziggy hears the leash and transforms from a 90-pound lap dog into a creature who has never been outside before. We head out for his first off-leash session before most people have finished coffee. Elk/Beaver Lake is our go-to. The trails are wide enough that he can walk ahead without blocking foot traffic, the lake provides a cooling dip in summer, and the off-leash zones are generous enough for a dog his size to actually run.

By the time we get back to the condo, Ziggy has burned enough energy to be a model strata citizen. He knows the elevator routine. He knows which neighbours want to say hello and which ones prefer a polite distance. He knows that the parking garage is not a playground and that the hallway is a transit zone, not a sniffing expedition.

The key to large-dog condo living is routine and neighbourhood selection. If you pick the right building in the right area and commit to a daily exercise structure, it works. Condo living is different from having a fenced yard. Victoria's mild climate and extensive trail network make it more manageable here than almost anywhere else in Canada. That is not hyperbole. That is our lived experience, every day, with a Rottweiler who has zero complaints.

Section 5

Questions Every Dog Owner Should Ask Before Buying a Condo

Print this list. Take it to every viewing. The answers will tell you more about a building than the staging ever will.

1

How many dogs are allowed?

This varies by strata. Some allow one dog, others allow two. Very few allow more. The number is set in the strata's bylaws and can only be changed by a 3/4 vote of the owners at a general meeting. Always verify the current bylaws before purchasing.

2

Are there size restrictions?

Many stratas impose weight limits, commonly between 20 and 25 pounds, though some allow any size. Buildings like Mosaic at 1061 Fort Street notably have no size restriction. Weight limits are enforceable by strata councils under BC's Strata Property Act.

3

Are there breed restrictions?

Some stratas restrict specific breeds, though this is less common than weight limits. If your dog's breed is restricted, you may be able to seek accommodation through the BC Human Rights Tribunal if there are disability-related grounds. Otherwise, breed restrictions are legally enforceable.

4

Can bylaws change after I buy?

Yes. A strata corporation can pass a new pet bylaw with a 3/4 vote at a general meeting. However, under Section 123 of the BC Strata Property Act, new bylaws that restrict or prohibit pets do not apply to pets already living with an owner, tenant, or occupant at the time the bylaw is passed. Your existing pet is grandfathered.

5

What are common area rules?

Stratas can require dogs to be leashed in common areas like hallways, elevators, and lobbies. Some restrict dogs from certain amenity areas like pools or fitness rooms. These rules are enforceable and violation can result in fines.

6

Are there elevator restrictions?

Some stratas require dogs to use service elevators, restrict dogs during peak hours, or require owners to carry small dogs in elevators. Check the specific bylaws and rules for any building you are considering.

7

How close should walking areas be?

Ideally, look for condos within a 5 to 10 minute walk of an off-leash park, beach, or trail. Neighbourhoods like James Bay, Esquimalt, and View Royal offer the best proximity to designated dog areas.

8

What documentation do I need?

You will need proof of dog licensing from your municipality, up-to-date vaccination records, and potentially a veterinary reference letter. Some stratas may also request a pet application with photos and a description of your dog's temperament.

Moving to Victoria With Dogs

Victoria is one of the most dog-friendly cities in Canada. The mild climate means year-round outdoor access, the coastline provides seven dog-friendly beaches, and 15+ off-leash parks are spread across six municipalities. The local dog culture is genuine: restaurants welcome dogs on patios, pet stores are everywhere, and veterinary care is among the best on Vancouver Island.

Climate advantages: Victoria's average temperature stays above freezing from October through April, with winter lows averaging 1 to 4 degrees Celsius. This means your dog can walk comfortably outdoors nearly every day of the year, a significant advantage over mainland Canadian cities.

Beaches and parks: Four of Greater Victoria's seven dog-friendly beaches allow year-round off-leash access: Parker Park in Cordova Bay, Sandcut Beach near Metchosin, the Esquimalt year-round beach, and the Dallas Road off-leash zone near Cook Street. The full beach guide covers seasonal restrictions and exact dates.

Licensing requirements: All municipalities in Greater Victoria require dogs to be licensed. Licences are available through your local municipality and require proof of current vaccinations. Licence fees vary by municipality and by the dog's spay/neuter status.

Veterinary care: Greater Victoria has over 30 veterinary clinics across all municipalities, including 24-hour emergency services at VCA Victoria Veterinary Hospital and Peninsula Veterinary Emergency Services. Most neighbourhoods have a vet clinic within a 10-minute drive.

Relocation tip: If you are moving from outside BC, transfer your dog's vaccination records before arrival and obtain a BC dog licence within 30 days of establishing residency. Our full relocation guide covers every detail.
